A through explanation of doping and the consequences. Personally I stopped watching cycling after the Floyd Landis national embarrassment after last year's Tour de France. He is a despicable cheater who who refuses to "cowboy up" and tell the truth. Here is a snippet:
After a brief telephone conversation with Team Milram's press contact, Stefan Schwenke, Schwenke confirmed Zabel made the 1996 German Olympic Team. Zabel failed to mention during the press conference, that the EPO he took in July at the first week of the 1996 Tour de France benefited him for the 1996 Atlanta Olympic Games. Neither, Zabel nor Altag stood up and volunteered to apply the rules governing the sport to themselves, disqualifying themselves and erasing their accomplishments during the time of their confessed infractions. Sidenote, I think EPOGEN cost $100 per shot.

If one looks at what came out at Landis' hearing, it's not clear the LNDD was measuring what they thought they were measuring -- meaning it could be a bum rap.
More details at trust but verify hearing coverage

Not a chance it's a bum rap. If Landis gets off it will be because of a technicality. There's virtually no one in the cycling world who believes in Landis' innocence (even if Armstrong is mouthing words of support for his former teammate).
