Your comment about Phelps being more suited to long course versus short course was, I think, more of an indication of the jammer versus the full tech suit.
You could see Phelps loosing distance of the walls compared to the guys in the suits. Once everybody is equal and the tech suits are gone, Phelps will demolish those guys.
I've often wondered how much effect the lack of college racing had on his short course ability compared to the rest of the US. He probably is somewhat naturally suited to long course, but college athletes obviously get an abundance of training and racing in short course. Phelps may be the sole US elite male athlete who didn't receive those benefits.

In theory yes, but the world is working very hard to catch up.
